Night anglers prefer to set up their position after all the people activity has retired for the night.
Some say fishing should not be allowed here as it is a popular spot for divers and snorkelers. Snorkeling and Diving at Black Rock

The north side of the beach is likely the best area. In terms of times, tours might begin mid-morning, or if you have your own gear, earlier may suit you.
Typically, the best times for both activities are between 10:00 A.M. and 2:00 P.M.
